The oval on the lower part of the picture comprises of the coat of arms of the de Tellier Family. Michel le Tellier de louvois (1641 – 1691) was the minister in charge of Louis XIV’s armies. At the death of Colbert, became the Surintendant des Batiments du Roi, taking charge of the building of the Chateau de Versailles.

An early impression before the letter.

Artist: anonymous (“J. Bap.?”) but active during latter quarter of the 17th century.
